Modern India is in its 70th year. For my government, the Constitution is its real holy book. And, in that holy book, freedom of faith, speech and franchise, and equality of all citizens, regardless of background, are enshrined as fundamental rights. 800 million of my countrymen may exercise the freedom of franchise once every five years. But, all the 1.25 billion of our citizens have freedom from fear, a freedom they exercise every moment of their lives.

Today, across its streets and institutions, in its villages and cities, anchored in equal respect for all faiths; and in the melody of hundreds of its languages and dialects – India lives as one; India grows as one; India celebrates as one.

Our nations (India and USA) may have been shaped by differing histories, cultures, and faiths. Yet, our belief in democracy for our nations and liberty for our countrymen is common. The idea that all citizens are created equal is a central pillar of the American constitution. Our “Make in India” initiative is not intended for only manufacturing for the domestic market or import substitution. It is as much about making world-class products and services for the whole globe.

We have taken decisive steps to curb corruption. We removed discretion in allocation of key resources and moved to transparent auctions of mines, spectrum and FM radio licenses. We have plugged leakages through DBT.

We have brought two hundred million people into the banking system through the Jan Dhan Yojana. This is more than the population of most countries in the world. Now, these millions are part of our banking system, and words like ‘interest rate’ have a meaning for them.

We have put most sectors on automatic approval and opened up sectors like defence and railways to foreign investment. The long pending insurance law reform was successfully passed. Several insurance companies, including American companies, have already enhanced their investment in the insurance sector. We have taken major steps to increase the ‘Ease of Doing Business’ and have already begun climbing steeply in the global rankings.

Since we took office, inflation, the fiscal deficit and the balance of payments current account deficit have all fallen. GDP growth, foreign exchange reserves, stock market valuations, and investor confidence have all increased. This success is the result of a series of well thought out policies.

My aim is to reform to transform. For me, reforms are those policies that transform the lives of ordinary citizens. In the last two years, we have taken a comprehensive package of reforms which go beyond more economic reforms.

In two years, we have managed to overcome the odds and register an impressive economic performance.

A very unique feature of the Indo-American relationship is the critical role of the Indian-American community in the US economy. I am happy to announce one more measure to improve the labour market and benefit the unemployed. The Government and Public Sector Undertakings conduct a number of recruitment examinations. It will enable better matching of candidates from labour surplus areas with jobs in other regions.

Parliament has recently passed a new law on inland waterways which will enable the rapid development of this efficient mode of transport. This will increase the number of navigable waterways from 5 to 106.

The UDAY scheme in the power sector has permanently changed the incentive structure for State Governments. Ambitious operational targets are backed by credible incentives to perform.

Parliament has passed the Real Estate Regulation Act which will go a long way in transforming the real estate market, protecting buyers and promoting honest and healthy practices. Along with the passing of this long pending bill, we have introduced tax incentives for developers and buyers of housing for the neo-middle class and the poor.

Major policy reform in the petroleum sector. Under the new Hydrocarbon Exploration Licensing Policy, there will be pricing and marketing freedom and a transparent revenue-sharing methodology. This will eliminate many layers of bureaucratic controls.

We have drastically reduced leakages in the Employment Guarantee scheme and ensured that money reaches those for whom it is intended. We have focused on creating durable assets that benefit the population, rather than the touts.

We have met ambitious fiscal targets in each of the previous two fiscal years. We have reduced the deficit even while increasing capital expenditure.

I see Lord Buddha doing to our collective spiritual well-being what global trade did to our collective economic well-being and the digital internet did to our collective intellectual well-being.

All of us have to ensure that our future generations lead a life of peace, dignity and mutual respect. We need to sow the seeds of a conflict-free world, and in this endeavour, Buddhism and Hinduism have a great contribution.

It is my firm belief that the solution to all problems lies in dialogue. Earlier, it was believed that force indicates power. Now, power must come through the strength of ideas and the effective dialogue.

We, the present generation, have the responsibility to act as a trustee of the rich natural wealth for the future generations. The issue is not merely about climate change; it is about climate justice.

The life of Gautama Buddha illustrates the power of service, compassion and, most importantly, renunciation. He was convinced that material wealth is not the sole goal.

They say that this century is going to be an Asian Century. I am very clear that without embracing the path and ideals shown by Gautam Buddha this century cannot be an Asian century!

M-governance is empowered governance. It has the potential to make development a truly inclusive and comprehensive mass movement. It puts governance into everyone's reach. It puts governance in your hands 24/7.

Technology empowers the less empowered. If there is a strong force that bring a change in the lives of those on the margins it is technology. It serves as a leveler and a springboard.

The future belongs to social media. It is egalitarian and inclusive. Social media is not about any country, any language, any colour, any community but it is about human values and that is the underlying link binding humanity.

To me technology used wisely is a catalyst to magically transforming the way we live.

Technology transforms people's lives. From mitigating poverty to simplifying processes, ending corruption to providing better services, technology is omnipresent. It has become the single-most important instrument of human progress.

Technology for me is- discover, learn, evolve and implement. It combines 3Ss- speed, simplicity and service. Technology is fast, technology is simple and technology is a brilliant way to serve people. It is also a great teacher. The more we learn about technology and the more we learn through technology, the better it is.
